Fostering Equity and Meaningful Accountability for California’s English Learners

In January 2017, when the State Board of Education was considering the design of California’s accountability system and data indicators, this paper, written by Drs. Karen Cadiero Kaplan, Magaly Lavadenz and Laurie Olsen, was submitted to the State Board of Education as part of a statewide effort to influence the design and definitions of the state accountability system.
