California’s Local Control Funding Formula and related use of Local Control Accountability Plans provide an opportunity for districts to determine needs and foster solutions to support students. This is particularly important for English learners. This brief explores the opportunity for an academic indicator, and other data, for better understanding the needs of this diverse student group.
