On July 12, 2017, The California State Board of Education unanimously adopted a historic new policy for English learners, the California English Learner Roadmap Policy: Educational Programs and Services for English Learners superseding the 1998 English learner policy stemming from Proposition 227 in 1998. This visionary policy sets the stage for equitable education, including standards, instruction, access, assessment, and accountability, and more.

A top policy priority of Californians Together is the widespread implementation of the English Learner (EL) Roadmap. We are dedicated to ensuring that all California school districts adopt and utilize the EL Roadmap to guide their programs for dual language learners and English learners. The EL Roadmap vision is to embrace linguistic diversity as an asset while providing the support necessary to allow English learners meaningful access to an intellectually rich and engaging education. 

To help implement The EL Roadmap, our initiative EL RISE! and EPiCC were created to provide professional learning to various educator roles throughout the state serving English learners. Additionally, the 2019-2020 and the 2022-23 state budgets included the Educator Workforce Investment Grant (EWIG) program to support professional learning opportunities for teachers and paraprofessionals across the state, particularly for implementation of the English Learner Roadmap.

State Policy Impact

This bill provides $20 million, through the 2024-25 fiscal year, to support one or more competitive Educator Workforce Investment Grant (EWIG) for professional learning opportunities for teachers and paraprofessionals, including $10 million for qualified entities for developing and delivering professional learning opportunities which support the implementation of effective language acquisition programs for English learner (EL) students, which may include integrated language development within and across content areas, bilingual and biliterate proficiency, and building and strengthening capacity to implement the EL Roadmap Policy.

The Educator Workforce Investment Grant (EWIG) program was established to support one or more competitive grants for professional learning opportunities for teachers and paraprofessionals across the state. The California Department of Education (CDE) and the California Collaborative for Educational Excellence were directed to establish a process to select one or more institutions of higher education or nonprofit organizations to conduct professional learning activities to implement the California English Learner Roadmap Policy.
