The Support for Immigrant and Refugee Students (SIRS) Phase II Toolkit is a trauma-informed, research-based curriculum designed to help educators support the social and emotional needs of students impacted by immigration-related stress and refugee experiences. Developed by Californians Together in partnership with the Center for Equity for English Learners (CEEL) at Loyola Marymount University, this curriculum builds on the foundational work of the Phase I toolkit.
Why It Matters
Phase II was developed in response to increased migration crises, including many unaccompanied minors. These students often arrive in U.S. classrooms carrying the burden of trauma, fear, and separation. The SIRS Phase II materials provide educators with the tools to foster emotional safety, build resilience, and nurture empathy in their classrooms.

Each grade-level module includes two core lessons:
- Developing Resilience – Equipping students with tools for emotional regulation and strength in moments of stress
- Literature-Based Discussion – Using culturally relevant texts to explore the lived experiences of immigrants and refugees, while building empathy and understanding among all students
Grounded in SEL & Trauma-Informed Practices
The curriculum integrates the CASEL framework for Social and Emotional Learning, helping students develop core competencies such as self-awareness, self-management, social awareness, relationship skills, and responsible decision-making. Activities are also aligned with trauma-sensitive strategies to ensure all students feel safe and supported.
