The State Seal of Biliteracy symbolizes California’s commitment to celebrating multilingualism and uplifting the students who graduate high school proficient in English and at least one other language. As the state approaches fifteen years of offering the seal to graduates, we recognize the impact of public policy for ensuring that English learners can earn the seal while accessing meaningful coursework to prepare them for college and career.
