In response to rising xenophobia and heightened immigration enforcement, schools across California are working to ensure that all students—especially those from immigrant and refugee backgrounds—feel safe, welcome, and supported. With half of California’s children having at least one immigrant parent, and nearly two million living in mixed-status households, the need for trauma-informed and inclusive practices is urgent. This toolkit offers guidance, resources, and best practices for school districts, educators, and families to foster safe learning environments. It emphasizes the importance of supportive policies, educator training, and family engagement as essential pillars in building schools that serve as true safe havens for all students.
