Why Texas is ahead of California on bilingual education

A new study from The Century Foundation compares investments in bilingual education in Texas and California. The Lone Star State enrolls twice as many English learners in bilingual programs than California. Texas English learners also perform better on the National Assessment of Educational exams for reading and math.
