California exempts transitional kindergarten students from English-language proficiency test

In June, Governor Gavin Newsom signed legislation that would exempt four-year-olds in transitional kindergarten from taking the English Language Proficiency Assessments for California—an exam given to students who speak another language at home. Advocates and experts have long argued that this test is not developmentally appropriate for students who are so young.
