We are welcoming spring with two of our sponsored bills making it out of the Assembly Education Committee.
AB 2071 (Juan Carrillo) Access and Equity for All English Learners
This bill, sponsored by CABE and Californians Together, will ensure California’s schools support their English learners in reaching fluency by providing 25 three-year incentive and support grants to high-EL impact LEAs to engage in local planning and implementation efforts to enact the EL Roadmap, as well as by requiring the State Board of Education to create and adopt a “California English Learner Roadmap: Parent Toolkit,” by December 31, 2025; this bill successfully left committee with a unanimous vote.
AB 2074 (Muratsuchi and Alvarez) EL Roadmap- Guiding Practice Statewide Californians
This bill, also sponsored by CABE and Californians Together, tasks the California Department of Education with developing a statewide implementation plan for the English Learner Roadmap with input from LEAs, teachers, parents, and other partners. AB 2074 got out of committee with unanimous support.
Both of these bills are headed to the Assembly Appropriations committee where they will stay until May. We are grateful to all our partners and the support we have received on these bills. April is an extremely busy month for legislators so stay tuned for more legislative updates.
